Called to Order: 7:30 PM under the M.G.L. Chapter 131, s.40 and the Hanson By-Law 1-13, s.5. by Phil Lindquist in Meeting Room A on the second floor of the Town Hall.

Public Hearings
8:00 PM Continued Request for Determination of Applicability (RDA) for a proposed paving of an existing gravel driveway at 610 Main St., Assessors’s Map 41, Lot 2A-1B with owner Stephen Croghan.
Mr. Lindquist read the site report. Haybales and silt controls are recommended along the eastern side of the driveway. Also, the width of the driveway shall remain the same.

8:15 PM Notice of Intent (NOI) for construction of a single family dwelling on Lot 6, Proudfoot Way, Stonewall Estates with Grady Consulting, Inc., 39 Pond View Drive, Kingston, MA (DEP #175-)
Gary Walcott from Grady Consulting presented plans. However, since the Board has not received a DEP #, the hearing was continued until October 21st at 8:15 PM.
Appointments
8:30 PM Appointment with owner Edward McNeil, 40 Abington St., Hingham, MA
regarding an Enforcement Order for 159 Lakeside Road, Assessor’s Map 79, Lot 24.
Amy Gardner read the agent’s site report. Brush and trees had been cleared from the lot which had been flagged as wetlands. Mr. McNeil explained that this land was inherited from his great grandparents and he had paid back taxes on the property. His purpose of cutting brush was to clear a path to the lake. He was not aware that the orange flags were wetland markers. Mr. Lindquist asked Mr. McNeil to call the agent, Patricia Cassady and make an appointment with her to make a site visit. She will inform him of his options. The Enforcement Order was not lifted at this time.

8:45 PM Appointment with owner, Sheila Niksa regarding the removal of a chain link fence around a detention basin at Tag Way.
Kerry and Eddie Johnson of K & E Construction attended with Sheila Niksa to request the removal of a chain link fence around a detention basin as it is unattractive to prospective buyers. They maintained that the basin never has more than three feet of water in it any given time. Ms. Gardner suggested making a site visit and calling the DEP for their opinion. An appointment was made for Sunday, October 12 at 10:00 AM for site visit with Commissioner’s Amy Gardner, Ron Grattan and Craig Nicholson.
Discussions
Phil Lindquist, Chairman suggested that the Board make public awareness a priority. A discussion ensued regarding the creation of a website and homepage for the Conservation Commission. Since Mr. Nicholson is knowledgeable in this area, he volunteered his expertise.
Mr. Grattan suggested that a memo be sent to the Board of Selectman requesting information on the creation of more walking trails through the Plymouth County Hospital site.
Orders of Conditions/Determinations of Applicability/Certificates of Compliance
Determination of Applicability for Joseph & Carol Connelly, 603 Main St., Assessor’s Map 33, Lots 17E & 17J for the repair of a septic system with conditions: 1. Prior to the commencement of work, haybales and silt fence shall be installed, as shown on approved plans. 2. Once haybales and silt fence are installed, a site visit shall be scheduled for the Agent to do a haybales inspection. 3. The old cesspool shall be removed, pumped material and contaminated material shall be hauled off site. 4. No other work than that approved within the DOA shall be allowed within the 100-foot riverfront area. Any other activity will require a review by the Hanson Conservation Commission.

The Agent, Patricia Cassady had recommended that the Board not issue a Partial Certificate of Compliance until the grass has been planted and established. At that time and after an inspection by the Agent we would issue a Full Certificate of Compliance.
